The times listed in the transaction report aren't in my time zone. What time zone are they?

The times listed in your transaction report are in UTC (Coordinated Universal Time). UTC isn't actually a time zone. It's a standard that all time zones are measured against. 

Here's an example of how that works out for standard time (fall/winter):
